India's civil-aviation minister K. Rammohan Naidu says a joint venture could produce a locally made civilian aircraft within two years, Aerospace Global News reported. Speaking in New Delhi, he did not identify the aircraft type or participating companies. The statement is therefore an industrial target, not a finalized assembly contract.

Possible pathways include HAL's work with Russia's UAC on the SJ-100 and Embraer's cooperation with Adani on a regional-aircraft ecosystem. Naidu did not tie his timetable to either project. The existing Airbus–Tata C295 program builds military transports and should not be presented as proof that a new civilian-airliner production plan has already been completed or selected.
