The US Federal Aviation Administration (FAA) is proposing a new airworthiness directive requiring mandatory fan cowl modifications on certain Boeing 787-8, 787-9, and 787-10 aircraft powered by Rolls-Royce Trent 1000 engines.

The proposal follows Boeing's determination that high-energy debris from an uncontained rotor failure in one engine could damage critical oil lines on the opposite engine, potentially leading to a dual engine shutdown in flight. The issue specifically involves the left fan cowl of the right engine, affecting an estimated 22 US-registered Dreamliners.

Boeing previously detailed inspection and replacement procedures in a Special Attention Requirements Bulletin issued on February 19, 2026. The FAA is accepting public comments on the proposed rule through September 21, 2026, before deciding on a final directive.
