Mandarin Airlines and UNI Air have applied to suspend domestic flight routes serving Hualien due to low passenger demand. Mandarin Airlines requested to suspend Kaohsiung-Hualien and Taichung-Hualien flights, while UNI Air applied to suspend its Taipei-Hualien route. Taiwan's Civil Aeronautics Administration is currently reviewing the applications.
Civil Aeronautics Administration statistics show average passenger load factors from 2023 to 2025 were 36 percent for Taipei-Hualien, 37 percent for Kaohsiung-Hualien, and 44 percent for Taichung-Hualien, all remaining below 50 percent.
Taiwan's Ministry of Transportation and Communications said it respects the regulator's decision based on market conditions, adding that integrated land, sea, and air emergency transport will be activated if emergency situations arise.
